Not-for-profit landlord believe housing is consulting customers about a proposal to decommission the Jubilee Centre in Seaham.
The Jubilee Centre was built in 1976 and provides 15 bedsits.
The housing association has been assessing demand for homes at the Jubilee Centre, the cost of running the scheme, and the investment needed in the building in the years ahead.
This identified several challenges, including low demand for homes, significant investment requirements, high running costs that mean it operates at a loss, and new legal and regulatory requirements that would require further investment in the future.
If the proposal were to go ahead, believe housing would no longer use the building to provide rented homes and customers would need to be rehoused. It would then consider options for the future of the site, including redevelopment, sale, or demolition.
Kate Abson, Director of Assets and Development at believe housing, said: “We know the Jubilee Centre is home to customers, some of whom have lived there for many years, and we understand this proposal may feel worrying.
“We recognise the importance of this decision and encourage customers who live at the Jubilee Centre to share their views and anything they would like us to take into account before the Board reaches a decision.
“The Board will carefully consider all feedback received during the consultation, alongside other relevant information, before deciding what happens next.
“If the proposal were to proceed, we would work closely with customers to understand their circumstances and support them through the process.”
The six-week consultation with affected customers will run from Monday, 7 September to Monday, 19 October 2026.
During this time, believe housing colleagues will continue to work with customers, answer any questions and gather feedback to help inform the Board’s decision.
A final decision is not expected until 2027. Customers will be informed of the outcome and, if the proposal goes ahead, believe housing will support them with the next steps.
