Programme Manager
salary: £67,685 per annumAre you ready to be part of something extraordinary?
Here at believe housing, we’re firmly into one of the most exciting chapters in our story, with an ambitious programme of transformation now well underway – reshaping how we think, work and create exceptional value and experiences for our customers and colleagues. And we’re looking for people who want to be at the heart of its next phase.
Our recently established Target Operating Model (TOM) programme brings together new technologies, reimagined services and change across every part of the business, with our workstreams underway and our programme approach continuing to mature.
If you thrive in fast-moving environments, love solving real problems, and want to help strengthen and shape something brilliant for our customers, this is your moment.
We’re on the lookout for a Programme Manager to join the believe housing team on a permanent basis.
Working closely with Product Owners, senior leaders and colleagues across the business, you’ll bring together activity across the programme, maintaining a clear view of plans, priorities, risks, issues and dependencies. You’ll help us connect the dots across a complex programme of change and make sure decisions consider the wider programme and organisation.
You won’t be starting with a blank sheet of paper, but neither is everything set in stone. We’re looking for someone who can build on the foundations already in place, bring clarity to complexity, constructively challenge where needed and help shape how we deliver the next phase of TOM.
This is an exciting opportunity if you want to make a real difference. We believe in life without barriers. If you aren’t sure, you meet 100% of the criteria but think you would be great in this role, don’t let that stop you; we would love to hear from you. We’re interested in your skills, knowledge and experience, as well as your personal values. We’re committed to supporting everyone here at believe housing and being an inclusive organisation.
Although this role is advertised as full-time, we will consider part-time, job share and alternative working pattern proposals where possible.
We’re a family-friendly, flexible employer, and we encourage everyone to ‘work the believe way’. For us, this means keeping things simple, doing more of what matters, and removing tasks and processes that don’t add value.
Where and when you work is flexible depending on the demands of your role, our customers’ needs and your individual work preference (as agreed with your manager).
Our offices are based in Seaham and Bishop Auckland and although we work flexibly, it is envisaged that this role will require both an offsite and onsite presence as per business need when required.
About the role
The Programme Manager will lead the planning, coordination, and execution of the organisation’s core transformation programme, defining and communicating a clear long-term vision while ensuring key milestones are delivered to time, quality, and budget. They will apply professional standards in agile programme management and change methodologies, ensuring all activity adopts a people, process, and technology-led approach. Working closely with leadership and key stakeholders, the Programme Manager will ensure change is not only delivered effectively but fully embedded across the organisation, driving sustainable improvements and measurable value.
To be successful in this role you will:
- Lead the planning, delivery and execution of the organisation’s change and transformation programme, ensuring alignment with strategic objectives and long‑term vision
- collaborate closely with senior leadership to ensure programme outcomes support wider organisational strategy, and that change is implemented, embedded, and adopted across the business
- drive continuous improvement by embedding cultural and structural change, improving systems and processes, and supporting the organisation to adopt a flexible, innovative mindset
- oversee multiple interrelated projects and workstreams, ensuring coordinated delivery, effective resource allocation, and achievement of programme milestones within time, budget and quality expectations
- apply agile programme management and recognised change management methodologies, leading cross‑programme ceremonies and promoting a consistent, people‑centred approach to change
- support delivery teams in applying the organisation’s project management methodology, ensuring robust documentation, reporting and assurance across all activity
- lead and develop cross-functional and matrixed teams, providing direct line management where required and fostering a positive, high‑performing team environment.
